IDDL ENTERPRISE FUND OVERVIEW:

As established by Virginia legislation, the IDDL Enterprise Fund provides a self-supporting "instructional enterprise" fund to account for the revenues and expenditures of approved online courses and programs taken by students outside Virginia, and by students inside Virginia who take only Internet-based courses in a given term. As part of the IDDL Enterprise Fund (EF) structure, tuition revenue remaining after the direct and indirect costs are covered is equally divided as follows:

COURSE DEVELOPMENT FUNDS:

Faculty course development funding from the Provost EF Course Development Fund is limited to available EF revenue in the fund. The funding formula for new online course development is based on the EF formula used to distribute revenue to cover instructional costs Ð the consolidated faculty salary average (CFSA) of a college divided by eight units for AY faculty and twelve units for CY faculty. One half of the funds are transferred to the college or department when the award is made. The remaining half is transferred when the course is completed and scheduled to be offered. The following definitions will be used to fund course development:

New Course Development:   The creation of a new course delivered online, or the transformation of an existing classroom-based course to an online course. In both instances, the instructional delivery method must be at least 80% asynchronous with the remaining instructional delivery no greater than 20% in a synchronous format. Measurement of learning outcomes must be part of the course design. (Funding = One CFSA unit)            

Significant Redesign/Development of an Existing Online Course:   At least 50% of an online course requires updating of content, instructional strategies and learning activities, or an existing interactive video conferencing (IVC) courses is converted to an online course. Measurement of learning outcomes must be part of the course redesign. Instructional delivery must be at least 80% asynchronous.   (Funding = 40% of one CFSA unit)

Course Updating and Maintenance:   Course updating and maintenance are considered part of a faculty's normal research and instructional activities and therefore are not funded by the Provost EF Development Fund.

The Institute for Distance and Distributed Learning (IDDL) will provide course design, development and delivery support at no cost to faculty, department or college receiving course development funds. Special courseware/software requirements should be included in the request for Provost EF Course Development Fund support.

APPLICATION PROCESS:

  1. Faculty and department chair/program director identify course for new online development, or updating of an existing online or converting an existing interactive video conferencing (IVC) course to online. The instructional delivery method must be at least 80% asynchronous with the remaining instructional delivery no greater than 20% in a synchronous format.
  2. Faculty meets with IDDL staff and to review the funding guidelines and completes the Request for Funding for Online Course Development (see attached). Measurement of learning outcomes must be part of the course design or redesign.
  3. Faculty, department chair/program director and college dean (or designee) approves Request for Funding for Course Transformation proposal and forwards proposal to the IDDL for approval.
  4. The IDDL reviews the final proposal and either contacts the faculty member for clarification or forwards application to the Provost Office.
  5. Provost Office reviews proposal and notifies appropriate individuals of funding decision.
  6. If funding is approved, the course developing faculty meets with IDDL staff to begin development of online course. This meeting triggers the transfer of 50% of the approved course transformation funds to the college. The remaining 50% will be transferred after the completion and scheduling of the course.
  7. The faculty and IDDL begin the development or major redesign of the course.   There is no charge to the faculty, department or college for IDDL's course design, development and delivery support for courses receiving course development funds.
